You don't need to shoot the moose to figure that out. It can be done through observation, photography, radio tracking...
And yet allowing hunting makes it so that you don't have to pay even more for that information and can spend your money finding more exact information and even use the information that the hunters provide to zero in on the locations of animals so you do not waste weeks trying to find them.
Hunting tells you nothing but a location. Does not tell you about the health of the herd, weight of the animal, etc unless you're planning to pay a non-trained scientist (hunter) to gather that data.
