No, the social welfare system they built for those of provable Germanic blood was quite comprehensive and expansive. Eliminate all the warmongering and genocidal tendencies and the Nazis were easily as socialist as any left-of-center party in Europe today. It's actually a problem for today's debates because it gives those with a grudge against any form of social welfare the slimmest of handholds to bash anything the government provides. "Unemployment insurance? Public health care? Education & training? What are you, some kind of goddamn Nazi ?!?!?!?!?". It's a terrible situation.

Fascism is textbook socialism. It features a centrally controlled economy, central control of banking, and government taking part ownership of private industry (dirigism).

Welfare states are NOT an aspect of socialism. Welfare states can be socialist but not all socialist countries have been welfare states that actually deliver social welfare programs to their people.

Welfare states are closer to socialist states than they are anarcho-capitalist ones. Canada or Britain allow capitalism to thrive within a framework of set regulations, which unfortunately still fail far too often with our own financial sector scandals. But we're still much nearer to Scandinavia than we are the United States in terms of philosophy and performance.

The labels are what they are but anything is possible under the rainbow of terms. More often than not the terms, labels, and descriptions are just a disingenuous clusterfuck designed to cause deliberate confusion than to provide clarity or accuracy. There are, for example, socialists who care absolutely nothing for social welfare. The Khmer Rouge killed all the doctors, wiped out whatever puny social welfare system Cambodia had (because it would require educated people to operate it and educated people were the enemy of the new obliterationist state), and spent their entire time working people to death while simultaneously haranguing them over megaphones with hardcore socialist and communist doctrine. Even the Nazis were fairer with mild dissenters and non-co-operators (as long as they didn't impede government policy or interfere with the war effort) than some of the most maniacal socialists were. In Germany one could choose not to be a Nazi and the worst consequences would be stunted career opportunities and some social shunning. In Cambodia everyone was considered a socialist, or a convert, but that did absolutely nothing to prevent the creeps with the guns from killing anyone they wanted to.

Yet the most successful welfare state in the world, Norway, is also the richest capitalist country in the world on a per-capita basis and they have a national wealth investment fund that is in excess of US $1 trillion.

With a massively high income tax rate though, one that would be intolerable even in place like today's Germany. And in reality it's only achievable due to the massive influx of revenue from their North Sea oil combined with what's a very small population for a first-world state. Less than six million people overall with a density of only 14 persons per square kilometer also allows them to do things most other countries can't. Norway is still admirable though, dedicated to having a decent life for all as opposed to sheer luxury for a few and sheer hell for far too many others.
