You are confusing two types of refugees. Those that are sponsored before they ever come here. Those are legal, they've been vetted. Then we get the ones that have no entry visa for Canada, but come here, often destroying their id, and claim refugee status. Examples of courese are the Tamil boat people, but we get them at the airport every day, and were getting a bunch coming across he land border from the US until we slapped a visa requirement on Mexico. Many of those are bogus. Many of these disappear, often going to the US because it's so much easier to gain entry here. Many just disappear into our illegal economy. Those we should be detaining until their claims are settled, one way or the other. If their claim is denied, they go directly from detention to the airport. Bada bing.

Ya but lots of legitimate, legal refugees come unsponsored as well, they are fleeing some circimstance and dont have the luxury of months of correspondence from a fixed address. They just show their documents to officials upon arrival or sometimes even on departure and they make their refugee request.

The non-sponsored ones are usually coming to Canada illegally. Very few would come from countries that don't need visas. Anyway, such is life. You want to gain refuge in Canada, you have to spend some time in a detention center until your claim is adjudicated. It won't kill you, it's going to be a lot more pleasant than what was awaiting for you back home, and if you are deemed to be legit, welcome to Canada, here is the aid we'll give you to get settled and good luck. I don't see anything wrong with that, as long was we make the whole process a swift one.
